Director of Finance and Controller
Position Summary: The FCHC Director of Finance/Controller is responsible for overseeing all accounting operations, ensuring the accuracy of financial reporting, maintaining compliance with accounting standards, and supporting strategic financial planning. This position supervises accounting, finance, treasury, payroll, purchasing and warehouse & logistical operations. The Assistant Controller, Staff Accountant (Treasury Accounting), Lead Buyer and Warehouse Manager report directly to the Controller.
Roles and Responsibilities:
- Oversees all monthly financial reporting activities including but not limited to ensuring all account reconciliations are performed, journal entries are reviewed and approved, all estimates are supported, and variance reporting addresses all new or emerging financial trends.
- Ensures all accounting is in accordance with Generally Accepted Accounting Principles, federal cost and procurement standards or any other applicable federal, state or local standard.
- Establishes and maintains strong internal controls over safeguarding organizational assets, procurement and financial reporting.
- Along with the CFO enforces adherence with all board approved policies.
- Leads all efforts required to support of FCHC’s annual independent financial statement audit, audit of federal programs, LIP report inquires and preparation of annual Medicaid and Medicare cost reports. As appropriate, coordinate with outside advisors in each of these areas.
- Serves as system administrator for Microsoft dynamics GP, including ReqLogic and Security Administrator for ADP, ensuing user access rights are appropriate given their assigned duties.
- Performs all new vendor set-ups in GPs, ensuring appropriate documentation has been secured and background screening completed prior to authorizing and disbursements to these individuals or business entities.
- Performs periodic contract review audits for compliance and ensure full utilization of monies awarded
- Leads the annual (non-Tort or FTCA) insurance package renewal process; coordinate the completion of applications, collaborate with the CFO and CEO on coverage decisions and distribution of ACCORD certificates to community partners.
- Ensures periodic reporting to FCHC’s insurance broker is made when circumstances warranted (e.g., change in staff operating FCHC vehicles, special events, change in service locations, among others)
- Provides support to the Senior Director of HR during the annual benefit enrollment process and when needed to assist outside benefit partners.
- Serves on FCHC’s 401k plan committee. Reviews and presents portfolio review reports received from FCHC’s fiduciary advisory firm.
- Directly supervises the daily activities performed by the Staff Accountant (Treasury), Senior Accountant (Expenses) and the Payroll and Benefits Coordinator, as they perform operations that either directly or indirectly impact the organizations cash and investment accounts. This includes but is not limited to monitoring all banking transactions, approving disbursement batches, authorizing positive pay submissions, approving and monitoring all ACH and wire transfers.
- Supports the Assistant Controller on all matters related to the month-end close, including but not limited to monitoring the progress of the close during the month, identifying unusual and/or material trends, building estimates and ensuring key accounts are reconciled in a timely and as appropriate manner.
- Supports the Assistant Controller and Senior Accountant (Revenue) in all of their activities related to reporting and analyzing key revenue streams including but not limited to patient service revenue, in-house and 340b contract pharmacy, grant and foundation accounting.
- Collaborates with the Director of Revenue Cycle Management on periodic review of payer and patient accounts receivable, utilizing data to develop strategies to ensure all reserves are adequate yet not excessive and that improve overall financial recovery.
- Supports the Assistant Controller and Senior Accountant (Expenses) in all of their activities related to reporting and analyzing fixed asset (including capex), expenses and depreciation and amortization.
- Participates in internal capital project meetings with operational leadership, including staff who can support in budget and spending analysis.
- Works closely with the CFO on the development of budgets, ad hoc analyses and financial tables included in the calendar-based UDS report.
- Supports FCHC’s Lead Buyer by ensuring all procurement actions comply with company policies, best practices, federal and local guidelines, as well as to direct him or her in performing analyses that identifies waste and minimizes cost.
- Supports the FCHC Warehouse Manager by ensuring all shipping, receiving, warehousing and logistical operations are well-controlled, cost-effective and meet the needs of the health centers.
- Manages online filing with the Florida Department of Agriculture & Consumer Services to secure status as charitable organization. Develops and presents Finance-related topics in FCHC Town Hall meetings.
- Leads discussions in Organizational Leadership team meetings
- Represents the CFO in Finance Committee and Board meetings in the CFO’s absence
- Promptly reports any discrepancies or concerns to the CFO and/or CEO
Qualifications and Education Requirements:
Minimum Requirements (experience, training, and education): To effectively fulfill this position, candidate must meet the following requirements:
- Bachelor of Science degree in Business Administration with a major in Accounting, or a combination of course work and applicable work experience.
- Minimum of four years of accounting experience with a working knowledge of computer systems. (Two of these four years should be in healthcare.)
