Position Summary: This position will provide overall direction and guidance to the Human resources (HR) department and serve as a business partner to the senior leadership team. This position will foster and maintain development of Human Resources policies and programs for the organization, and make recommendations to the CEO and Senior Leadership Team for the implementation of all approved policies. Work involves oversight of the recruitment and retention programs as well as the credentialing and privileging process. This position is also responsible for ensuring that the HR department is compliant with all policies and regulations of reviewing agencies and the federal laws (i.e. ADA, EEO, Family Medical Leave Act, and Federal Discrimination laws).

Roles and Responsiblities:

  • Modeling and advancement of Florida Community Health Centers’ mission, vision, and values.
  • Counsel and support to CEO regarding Human Resources functions of the organization, including determinations regarding established or potential policies and procedures.
  • Acting as a primary change agent for the organization, as the expert on people and organizational issues, and providing guidance on managing complex and sensitive employee relations matters.
  • Strategic leadership of the Human Resources function for the purposes of maximizing the organization’s performance, fulfilling organizational goals and objectives, and ensuring compliance with all applicable federal, state, local and industry level regulations. This includes: recruitment, hiring, and retention; credentialing, privileging, employee engagement, professional development, and employee complaints/ grievances.
  • Tactical leadership in the development, update, and execution of organizational personnel policies and procedures, ensuring compliance with all applicable federal, state, local and industry level regulations.
  • Strategic leadership in the development, implementation, and administration of the FCHC Employee Benefits program. This includes, but is not limited to, development, and administration of a progressive and proactive compensation and benefits program.
  • Strategic partnership with FCHC’s Senior Leadership Team in engaging Clinicians and staff for maximum retention of high performers.
  • Partnership with FCHC’s Regional Medical Officers in positioning the organization’s recruitment and credentialing functions to maximize access to care and organizational revenue by ensuring that FCHC Clinician and support staffing levels are needed for appropriate access and staff are appropriately credentialed, both internally and externally.
  • Leadership of the FCHC internal credentialing, privileging committee, and staff support to the FCHC Board of Directors’ Credentialing and Privileging Committee.
  • Leadership and oversight over FCHC volunteer program
  • Partnership with FCHC’s CEO and CFO in executing the Employee Benefit and Worker’s Compensation Programs.
  • Leadership and oversight of FCHC’s training and development activities
  • Satisfaction Scores at 80% top box in designated areas for Employee Orientation Experience
  • Ensure Employee Engagement Survey Participation
  • Ensure BOD onboarding and annual training program completion at 90%
  • Meet Clinician Recruitment Vacancies goal

Qualifications and Education Requirements:

  • Bachelor’s degree required; Master’s degree preferred
  • 8-12+ years of progressive leadership experience, with leadership
  • Proven ability to develop and execute long-term strategies that align with the organization’s mission and business goals
  • Strong Leadership Skills and ability to manage well at all levels of the organization
  • Strong Interpersonal and Communication Skills with leadership, staff, and stakeholders
  • Excellent Time Management and Problem Solving Abilities
  • Excellent knowledge of applicable federal and state laws.
